Nevada Gaming Commission ignores unbalanced Dice issue ...

Nevada Gaming Regulation 5 - OPERATION OF GAMING ESTABLISHMENTS (Rev. 04/18) states:

5.011 Grounds for disciplinary action. The board and the commission deem any activity on the part of any licensee, his agents or employees, that is inimical to the public health, safety, morals, good order and general welfare of the people of the State of Nevada, or that would reflect or tend to reflect discredit upon the State of Nevada or the gaming industry, to be an unsuitable method of operation and shall be grounds for disciplinary action by the board and the commission in accordance with the Nevada Gaming Control Act and the regulations of the board and the commission. Without limiting the generality of the foregoing, the following acts or omissions may be determined to be unsuitable methods of operation:

 ...

9. (a) Possessing or permitting to remain in or upon any licensed premises any cards, dice, mechanical device or any other cheating device whatever, the use of which is prohibited by statute or ordinance, or  

(b) Conducting, carrying on, operating or dealing any cheating or thieving game or device on the premises, either knowingly or unknowingly, which may have in any manner been marked, tampered with or otherwise placed in a condition, or operated in a manner, which tends to deceive the public or which might make the game more liable to win or lose, or which tends to alter the normal random selection of criteria which determine the results of the game.

It is earlier stated in the same Regulation:

5.010 Methods of operation. 

1. It is the policy of the commission and the board to require that all establishments wherein gaming is conducted in this state be operated in a manner suitable to protect the public health, safety, morals, good order and general welfare of the inhabitants of the State of Nevada. 

2. Responsibility for the employment and maintenance of suitable methods of operation rests with the licensee, and willful or persistent use or toleration of methods of operation deemed unsuitable will constitute grounds for license revocation or other disciplinary action. (Amended: 1/69.) 

Unlike the state of Colorado, which requires a dice balancing caliper in every casino pit, Nevada has no requirement.  Below is the Colorado gaming statute 47.1-1281(4) found on page 241: 

(a) Prior to use in a game, the manager on duty or pit supervisor shall inspect the dice with a micrometer, balancing caliper, a steel set square and a magnet or any other instrument approved by the Division. A balancing caliper, a steel set square and a magnet, shall be kept in a compartment at each craps table or pit stand and shall be at all times readily available for use by the Division upon request.

The Nevada Gaming Gaming Enforcement Division does not enforce Regulation 5 with respect to dice used in live casino action.  Nevada only has two 50 year old all metal dice balancing calipers that weigh nearly 5 pounds each and the official NSGCB dice balancing equipment DO NOT WORK.

The Nevada State "Caliper" cups that hold the dice are too deep so that the points of the dice can not touch the end of the cup, thereby forcing the 4 sides of the plastic dice near that point to rub against the metal cup. Therefore, the metal cup acts like a brake against the 4 sides of the dice and prematurely stops the dice from freely spinning to a stop. In effect gravity would not work on the official Nevada state caliper in much the same way gravity does not work on a car going down hill if one applies brakes to the wheels, thus stopping the car from freely going to where gravity would take it.

When we asked if the state had a newer or better caliper, the Nevada state gaming Agent answered that "the state only had 2 official calipers -- one in the Reno and one in Las Vegas and they were both exactly the same except that one was painted red and the other green." The Agent then went on to explain that the state had no intention of getting new calipers -- that this was the official one to be used in all court proceedings.

It was clear the state gaming commission had no intention of getting the answer right, but instead they were to protect the casino operations no matter what they were.  This was evident even after we explained what was wrong with the official state caliper. Therefore calling a Nevada State Enforcement Agent to verify if casino dice are balanced is a waste of time.

Russians hack Facebook Dice Control Group ...

The following FaceBook post is proof that Vladimir Putin has had his Russian expert hackers invade Facebook again and post as Howard Rock n Roller Newman. 

Even though Howard would have me explain and demonstrate to his craps students in private, Howard said he could never publicly post about the imbalanced dice that casinos use because he had promised his business partners Steve "Heavy" Haltom and previously Frank Scoblete he would not talk about the bad dice truths publicly.  Also, you know the Russians hacked only Howard's FaceBook account because Howard did not mention anything about this unbalanced dice episode in his Mississippi trip report posted on Heavy's message board nor in Howard's "Howard rock n roller's 🎲 March 2018 Newsletter 🎲 "

Furthermore, Howard would only tell his close friends about the unbalanced dice casinos were using, not his fake friends like DeMango that was only used as an advertising conduit.

Quality Assurance Guidelines For Balancing Dice Management 

The Following Instructions were developed by LittleJoeCraps.com and are best used with the following instrument to test the balance of dice:

While testing procedures to follow for dice in most State Gaming Commission Regulations is addressed, there are not any specific instructions or required training on how to actually conduct and use the tools that are stated in the Regulations. Some of the tools that are to be used could be relegated to an individual's common sense on how it should be used; however, after many years of observing casino employees conducting the inspection and testing of dice, it is clear that the majority do not know how to adequately conduct these tests, or do not take this requirement seriously. This is especially true, and most importantly, with respect to testing the dice for balance.

While the Balancing Caliper could be considered a crude tool and method to address if a dice cube is balanced, if used properly and the individual conducting the test knows how and what they are looking for, it can be effective.

The degree of imbalance in a die is variable,but if it can be determined that there is any imbalance in a die, it and the entire sleeve of matching serial numbers must be rejected for acceptance and use to comply with the balance requirements in the Regulatory Language.

1. The Balancing Caliper shall be placed on a solid flat level surface to conduct the tests. (ie. the table bank roll cover).

2. There are two methods that can be used to place the die into the cups of the Balancing Caliper. The first can be used mostly for speed and ease in performing the general balance testing - the opposing corners of the die shall be placed in the cups of the Balancing Caliper while adjusting the cups to allow the opposing corners to rest loosely near the bottom of each cup and with the axis between the two opposing corners as level as possible. Proceed with the test as stated in #s 3, 4 and 5 as follows, except when an imbalance is suspected.

If an imbalance is indicated or suspected while performing the test by the first method, the test shall proceed using the second method that differs only by more careful placement of the opposing corners as near to the center of the cup and careful adjustment of the cups to allow the die to rotate freely without slowing and affecting the spin rate, yet maintaining the axis between the opposing corners to remain as level as possible when conducting tests as stated in #s 3, 4 and 5 as follows. This second method is more precise because the opposing corners are rotating and sitting on a more vertical surface of the balancing calipers cups.

3. Spin the die and observe that it is spinning freely with the spin rate not being affected by the cups being too tight to effect a slower spin rate. This rate does not have to be fast, and an imbalance will show itself on how the spinning die comes to a stop.

4. A balanced die will come to a slow stop and it will not stop and reverse direction and then spin in the opposite direction. An imbalanced die will stop spinning and reverse the spin direction and rotate in the opposite direction, and could stop again and rotate in the opposite direction again and again. This is the heavy imbalance side of the axis seeking its bottom in relation to the Balancing Caliper. The tester must observe which numbered face comes the closest to an upright position in relation to the Balancing Caliper, and then,

5. Proceed to spin the die again in the opposite direction as the first test spin while observing the same as stated in #s 3 and 4.

Note if the die reverses spin rotation again and which the same numbered face is most upright again. Many times it will be the same face that is most upright, or the same face will be the second most upright. In which case,

6. The die must be removed from the Balancing Caliper and retested with different opposing corners. The tester must be looking for similar results as the previous tests and must follow the same procedures as above.

7. It has been determined in #s 4,5 and 6 above that the die is imbalanced and the sleeve must be rejected. There is no need to test the remaining dice in the sleeve of matching serial numbers. The rejected die must be identified and noted which numbered face(s) was coming the most upright when the die came to rest. Then follow the procedures for rejecting dice from play.

Of Dice and Balls ... Most states and country Gaming laws say that the dice must be balanced (everywhere except Nevada) with statutory clauses similar to the following, stating that the Dice must: 

Have its weight equally distributed throughout the cube and no side of the cube heavier or lighter than any other side of the cube;

However, we are finding too often that dice being used by Casinos, especially Indian Casinos and Nevada casinos are not balanced. The dice balancing calipers and the basic laws of gravity show that the dice are not balanced - what are the odds that the dice keep coming to the same exact side over and over and over as the gravity pulls the heavier weighted side towards the bottom:

Recently the NFL concluded that the New England Patriots and Tom Brady were using underinflated footballs or footballs that were not in accordance with NFL guidelines.

Quarterback Tom Brady will be suspended without pay for the first four games of the 2015 regular season for conduct detrimental to the integrity of the NFL. For the violation of the playing rules, the New England Patriots are fined $1 million and will forfeit the club's 1st-round selection in the 2016 NFL Draft and the club's 4th-round selection in the 2017 NFL Draft. Patriots employees John Jastremski and James McNally have been indefinitely suspended without pay by the club.

There was no study as to whether or not the under-inflation of the footballs, no matter how small affected the game - it didn't matter !!

Likewise, it doesn't matter one iota whether or not or how much the imbalance of dice increases the House Advantage. It does matter that the dice are imbalanced pure and simple and that is the same issue the NFL was facing.

The name of the game is football and they altered the specifications of the basic element of the game. Likewise with craps when you allow for the use of unbalanced or percentage dice in live casino play all too aften.

Many naysayers would say why would casinos cheat - they already have a large enough built-in house advantage ... Why would arguably the best team in football - the New England Patriots who have won more Superbowl championships than any other team this century need to cheat to win ... Why would Lance Armstrong who was considered the best cyclist of his time and won 7 Tour de France races need to cheat to win. The answer is doesn't matter why, but the fact is that they did !!

"With respect to your particular involvement, the report established that there is substantial and credible evidence to conclude you were at least generally aware of the actions of the Patriots' employees involved in the deflation of the footballs and that it was unlikely that their actions were done without your knowledge.

The integrity of the game is of paramount importance to everyone in our league, and requires unshakable commitment to fairness and compliance with the playing rules. Each player, no matter how accomplished and otherwise respected, has an obligation to comply with the rules and must be held accountable for his actions when those rules are violated and the public's confidence in the game is called into question."

So who Loaded the Dice ??!!

The $64 million most irrelevant question - doesn't matter who loaded the dice ... What matters is who allows loaded unbalanced dice onto live casino craps tables again and again ?!!

Casino Dice Changes ...

Most Casinos change dice every 8 hours or shift change mostly for quality control. However, we had a lengthy discussion with a couple members of the Biased Dice Research Team and believe we have uncovered a new chapter in Casino Management 101

.... consider that the Nevada Gaming Commission (NGC) told us that they have the right to protect state revenue -- also that state revenue comes from the casinos, thus the NGC protects the casinos as if it were their Fort Knox.

The NGC also told us in a private meeting about unbalanced dice that they approve what the Monte Carlo casino (in Europe) does after 1 of it's Roulette wheels develops a bias that is taken advantage of by it's customers ..... The European casino closes for 2 hours every morning and during this time they will switch out the biased Roulette wheel to another table ..... Therefore if the same customers try to take the same advantage the next day, they will be surprised by different results.

We have concluded based on several cases that we are seeing the same type of casino asset management at the Craps tables .... If someone is able to take advantage of the biased dice 1 day, the next day (or even next dice change), will have a different set of dice WITH a DIFFERENT bias appear in that casino.

The plethora of 6-1, 5-2 Seven-outs is extremely significant and probably 1 of the 3 easiest ways to spot biased dice on a live craps table when the 6 and 5 may be heavier than other sides of the dice ... due to physics, the 3s and 4s will significantly decrease --- if I could Lay the Hard 6 and the Hard 8, it would be the best bet in the house with these particular unbalanced dice .... and when you Hop the 7s, no need to waste monies on the 4-3

Before Sahara closed, we charted one afternoon 29 Sevens -- the dice were so unbalanced that only 2 (two) 4-3 Seven-outs were recorded out of 29 (on average, there should have been closer to 10 (ten) 4-3 Seven-outs ... what are the odds of that happening not only once, but proportionately every day at Sahara with a certain set of serial numbered dice ..... Sahara was sweating the money, they were desperate to get as much profit before they closed. They were using the Dark purplish red dice often seen in Indian Casinos (and we have some of their dice as evidence)

However, as stated below, there are 26 ways to weight dice - do not get complacent and ASSUME the dice are fair just because every 7-out is not a 6-1 or 5-2 ....... note that not all Percentage dice (or unbalanced biased dice) are created equal, so you have to know which dice are giving you which bias.

Dice can be Weighted 26 Different Ways ...

Below is a chart from page 15 of the 1927 book "How to Control Fair Dice​"​ showing how dice can be unbalanced in 26 different combinations -- how do we know which imbalance we are playing with today compared to tomorrow.

If you worked in Casino Risk Management, you would know exactly which dice combination gave you the best profit margin compared to balanced dice.  Also, to prevent customers from taking advantage of a certain bias in dice, Casinos are changing the bias from one shift to the next.  Even after a hot roll, the dice may be changed immediately to a different bias.  Why would casinos ever need to change dice so often if all dice were created equal ?!  According to the Nevada Gaming Commission, dice are so much more durable now that they can be used for more than 24 hours without showing discernible wear.

We are finding more Casinos using a stick of dice that has several different loads - that not all dice in the same stick are equal. How do you know which 2 dice loads you have just picked up to roll with gives you which combination of numbers ?!! ... Is this the reason you just rolled 4 hardways on your first toss but you cannot even roll a hardway on your 2nd toss because you're using 2 different dice with different probabilities !!

The 2 certain dice that you're using on your 1st toss may produce a 25 roll.  However, the 2 dice you picked out the 2nd time may be unbalanced differently and assist in a PSO or much shorter roll with your same set on the same table.  It's harder to maintain consistency if you are not using the same equipment. 

Casino Dealer explains how Casino cheats ...

As a former casino dealer, let me tell you how the CASINO cheats people at every game. ... Craps, they change dice, stick men lean in, box gives you crap about not hitting the back wall even when you do, odd number dice (serial numbers) tend to throw more sevens (I know I will hear about that one). ...

Gaming boards are in place only to protect the casino, not the players. When's the last time they came in and took dice and cards right off the table for analysis at random? NEVER! but if the casino suspects something they immediately show up with the security goons. Take it from an insider...they cheat people every day!

This conversation was heard yesterday at a Las Vegas casino that has the Craps Bonus Bets featuring the All, Tall and Small bets during a normal change of dice .... the 1st Base craps dealer asked the Stick:

What are the serial numbers on those new dice?

Stick:  "The Serial numbers are XXXX."

1st Base dealer:  "Damn, those dice do not hit the All, Tall, Small Bonus Bets as often as the other dice with the serial numbers beginning with XX."

Stick:  "I guess our tips will not be as good this shift."

What is New Jersey Gaming Enforcement trying to hide ...

So why did New Jersey Division of Gaming Enforcement start hiding their Craps Winning percentage. In early 2013, we started publishing on the internet the expected returns for normal operating craps tables:

Best Selling Craps author Frank Scoblete posted on the Golden Touch Craps FaceBook page on February 5, 2013:

“Why would the casinos want to add to their already monumental edge at craps by using based dice? When you review the actually winnings at the craps tables, they come in at 16-20 percent of the money wagered. Why slaughter players even worse than this and then run the risk of these folks going into semi-retirement from the game or fleeing to casinos where they occasionally win? I just don't see the motivation behind cheating with biased dice. If I got the motivation to do something that is already being done, I might look into this. As it is, I see no reason for fixing a game that is already fixed.”

Did the corporate greed of Atlantic City Casinos lead to their own demise ?!

John Scarne on page 135 in his book Scarne on Dice states:

“…I have standardized a percentage that each bank craps table is expected to earn over a month’s period. This earned percentage is based on my study of daily, weekly, monthly, and yearly financial records of bank craps tables in a number of major casinos in Nevada and the Caribbean for over 25 years. The study of these reports shows that the expected earned percentage at Bank Craps over a month’s period amounts to about 20% of the gross amount of chips purchased.

… in the long run, the 20 percent figure is the approximate hold percentage of each and every craps table that is run honestly both from the inside and the outside.”

The UNLV Center for Gaming Research recently published a study by Dr. David G. Schwartz. Nevada Table Games: Historical Hold Variations, 2014:

We started posting all over the internet Dice boards that Atlantic City Tax Returns were showing the following extremely abnormal Win percentages for Craps in Casinos with suspected unbalanced dice – a very small sample was quickly gathered:

Tropicana, NJ Craps hold for Jan, 2012 was 70.03%
Resorts Casino, NJ craps Win % for Sept, 2012 was 24.1%
Tropicana, NJ Craps win percentage for April, 2012 was 39.0 % according to their NJ tax return signed by Jeff Bohrer, Casino Controller.
Harrah's Resort Atlantic City craps Win % for February, 2012 was 29.6 %

Caesars Atlantic City craps Win % for February, 2012 was 32.2 %

Beancounters are under pressure to make profits to cover increasing Debt service incurred in building Mega-resorts. Casinos are now run by corporations -- corporations are greedy --- No CEO is happy with 20% .... 20% will barely cover the suits salary, not their Christmas bonuses and other mega-resort perks.

The Bottom Line is if Caesars can double their monthly profits from 16% to 32%, which they did in February, 2012, that is an extra $2 million profit a month just from Craps. So why wouldn't greedy corporations use unbalanced dice to their advantage over most unsuspecting casual craps players.

Then we started getting reports that Caesars Atlantic City was using unbalanced dice more and more than just on occasional weekend shifts beginning with the 4th quarter of 2013 so we thought we would check their tax returns:

Transparency is becoming non-existent. What is New Jersey Governor Chris Christie and company trying to hide. Makes you wonder "don't rule out malice."

On October 24th, 2014 the Wizard of Vegas (Michael Shackleford) posted on his recently sold website wizardofvegas.com/forum:

“This has been said already, but if you are seeing over 40% of rolls land on seven, then I would track which kind of seven. I don't think dice could be shaved to cause an equal distribution of 4-3, 5-2, and 6-1 sevens. So, gather some data to determine which which sevens are the most frequent. Then just make a hop bets on that seven.

Even if the sevens are equally distributed at 13.33% probability each, the expected return on each of the 1-6, 2-5, and 3-4 hop bets, assuming a win of 15 to 1, would be 0.1333*15 + 0.8667*-1 = 1.1333. In other words, a player advantage of 113%.

When is the next flight?

Nah, I think I'll just stay here and play 8-5 Bonus Poker ... “

The Wizard's advise is great in theory, but lacks fundamentals of reality as the casinos know that most craps players ASSuME that the dice are fair and balanced and don’t even think twice about the probabilities of what is happening right in front of their eyes when a casino may use unbalanced or percentage dice for a shift.

… and then try to hide it by not disclosing the true tax return win percentages.

Crappy Dice in Kansas ...

....  I received this private email from Linaway with permission to publish - more testimony of unbalanced dice:

The dreaded dice disease of heavy die faces is spreading everywhere apparently. Now, you know I am a retired Master Electronics Technician. ... my background once again has served me well in my so called Golden Years.

In my better than 40 years in aviation, most of it was in Quality Control. Yet I was an electronics technician, I held a full set of Inspection stamps. I know crap when I see it. ... over the years because of those things some tried to slip by me gave me cause to come up with a “saying”. 

You won’t sell me a bar of soap or the wrapper it came in until you clean up your act!

I did battle with hoards of salesmen, planners, engineers and department heads throughout my tenure. I was the final say in many instances and my Group and I, which was made up of me, became one tough SOB! Tough from the stand point of doing the job correctly and not sticking it to the customer with a load of craps. Actually the expression was a load of poles.

I offer this story so that you know I come to you with nothing but facts. 

Boyd Gaming Corporation is the acting Administrator of the Kansas Star Casino which sets about 10 miles south of Wichita, Kansas near Mulvane. Right on the turnpike. This joint is as crooked as a dogs hind leg. The casino itself is owned by the Kansas State Lottery. Which of the two are the greediest? Obviously with the State owning the joint, Boyd comes in second. 

Slot machines are so tight, you couldn’t get a win with a sledge hammer. Now, I hope you agree that my son and I know as much about the dice as anybody around and probably more than most. 

A 45 minute drive to get there.  We bought in at 12:30 PM and left the table about 25 minutes if not less later. WHY? Dice outcomes were primarily 1/6 and 2/5 sevens, not much trash. However, right after I bought in, the guy to my right did the 7 nasty. I didn’t pay any attention to that 7, busy getting my chips from the dealer and in the rack.

I have an arrangement in the 2V that gives me some great comeout rolls. This I began with. Guess I should tell you I was at the right side of the table end and my son was next to me on the left about center table. I rolled two yo’s and set the point of 8. Just did meet probability of 10 rolls including the 7-out of 2/5.

I didn’t think anything about it until my son got the dice next, set the point and PSO. The nasty being 1/6. Only one other guy to left of my son and he colored and left. Dice went to opposite table end. Guy sets in the HW’s, immediately rolls a pair of 6’s showing on the dice. HELLO! He then sets point of 1/5, HELLO AGAIN! Then immediately rolls an 1/6 7-out.

No way can an 1/5 be in a HW outcome. The 1 is present and shouldn’t be, it should be in the rotational axis aka axles of 1661 or one of the other 4 axle variables. Same with the pair of 66’s on top, those two should have been in the axles. Then the ah crap 7-out as 1/6 should not have been present for they are harbored in the HW axles.

I got to thinking about my prior roll and the pair of yo’s. What I thought was my haha skills in all probability was nothing more than unbalanced dice results caused by heavy die faces of the 5 and 6. Meanwhile as the dice quickly moved from shooter to shooter, lots of 2/5’s showed up. My next shoot wasn’t so good and the 2/5 7-out quickly got me. Son had similar. We said to hell with this and drove home.

One moment of glory manifested itself in our presence setting in front of the boob tube. Kansas City Royals, which we call our home team even though they are just across the river in Missouri. Broke a record never before done. They won in post season 8 straight games without a loss and now are in the cat birds seat. They will be playing in the World Series. Took the 29 years since their last time there.

The moral of my story is “BIASED DICE” are present in the south central part of Kansas now. Kansas Star like Prairie Band casino has seen the last of me and mine. Prairie Band is about 20 minutes north of Topeka, Pottawatomie tribe, and Kansas Star 10 minutes south of Wichita.

I only know about the dice we saw today in a very brief session. The dice being bad was obvious. Sad thing about this is, my son and I with our in depth knowledge of dice instantly saw what was going on. Unfortunately those few on the table did not and the 1000’s more that will unwittingly play this casino is getting ripped off.

Wake up Dice Community!

....  I received this private email from M of Oregon - lots of truth in what is written:

Readers should know that Bad Dice are probably going to show up on tables where the casino is struggling to make a profit, or where there is no regulations (such as Indian casinos). The dice community tends to assume that all tables are fair and playable, that any casino you walk in to with a Craps table open you can shoot up a profit and walk out of the door much more rich than when you came in. Not only is this absurd to assume but can be very costly as well.

Games with low house edges the Indian casino will 'sweat the money', and they will really make it hard for anyone to win with those games. When the casino cannot offer a degrade version of the games, such as 6:5 blackjack or the watered versions of the game, they simply won't offer it. Many Indian casinos won't offer baccarat because there is no way for them to change the odds.

In the case of Craps, it is a traditional American Casino game and an Indian casino won't really be a casino without a table in operation. The casino cannot change the craps odds to gain the house edge, so they simply buy dice that are unbalanced to such a degree that it pushes the house edge 3 to 5% their way.

So, Indian Casinos are money machines for the Investors, the Tribe and The State. Each party here has an expected schedule of payments must be meet. The idea that the casino will risk itself to not make profit at any given quarter is absurd.. Of course they are going to offer the worst odds for slots and Video Poker and degraded table games to ensure they make profit, if they can't then they just won't offer those games. Most Indian Casinos have little to no local competition, so even if they screw over the players with bad odds and games, where then will the players go? Some will just stop playing, but most will come right back again and gain to keep trying to win.

Corporate/privately owned casinos have much more local competition where screwing over the players with bad odds and dice only drives the players away to the casino down the road. However, as has been pointed out, on heavy attended casino events such as a 'Fight Night' the Bad Dice may come out at some casinos to reap in some extra cash and limit their potential exposure. However, the casino may alter the Craps tables by installing the larger 5-diamond backwall and installing a rubber washboard in the backends of the tables that is just under the felt and padding. These two changes that are becoming popular, and sending the dice much more flying off the table than before , makes it very hard for the DI to operate. About a year ago my friend Jimmy who is a pro craps player came back home and said that, "they must have done something to the tables for I have never seen so many 'dice off the table' rolls in my life". - Oh, they did do something to the tables.

The Dice Community needs to wake up that the casinos have caught on to all of the DI means and methods and taken counter measures to protect themselves. And that means, altering the backwall, adding washboard rubber in the landing zones at the back ends of the tables and perhaps using unbalanced dice that are impossible to control - They have done this and it has its intended effect. DI is much harder to employ as a player these days, and some of these means to foil the DI has put more edge in the game than wanted.
 
Player beware! Check out the casino before you smack down a few hundred on the Craps tables. Is the blackjack they offer there good? What is the Video poker pay tables at? Do they even offer video poker at all? Are there many slot players or just a few? Do they offer baccarat? What is the overall mood of the casino? Is the staff there happy and helpful? Are people showing up there to gamble or for other non-gambling reasons?
 
Why the Dice community ever thought it was immune to the casinos changes and greed was only a fancy. Truth is that the casinos have been putting the screws to us as they are all the other players too.

Bonus Bets in the Wild, Wild, West ...

As we have discussed before, there are no craps laws or regulations in Las Vegas or Nevada so the Casino can make up or change at any time whatever craps rules they wish.  In fact, unlike most states where the Casino's license is owned by the taxpayers of the state and therefore a patron has the right to play as a resident or visitor of the state, this is not so in Nevada where the Casino has the right to refuse any bet.

And this is the case with the All, Tall, Small Bonus Craps Bets:

However, most casinos do not properly allow you to bet these Craps Bonus bets: 

1.  Sam's Town will no longer let anyone re-bet these 3 proposition bets on any roller once a Come-out 7 is thrown,

whereas the normal rules of the game allow you to re-bet EACH of these proposition bets ANYTIME after a 7 or after they are made.

Sam's Town only allows you to bet the All, Tall, Small proposition bets once per roller -- do they allow only 1 Hard 8 bet per roller ?? -- is Sam's Town still in the gambling business ??

2.  Most other casinos, except Downtown Grand Las Vegas Casino will not allow you to re-bet either Half after they are made until after the ALL bet is made or until the next shooter.  Both the SMALL bet and the TALL bet are independent proposition bets and once made should be able to be re-bet regardless if the ALL bet has been made or not.  However, most of the casinos argue that the 3 bets are NOT independent and can not be re-bet until the ALL bet is completed or a 7 is rolled.

3.  NYNY and Luxor in Las Vegas also violate the basic rules of this game as they do not pay off any of the 3 proposition bets until after the roller had completed his full roll and a 7-out instead of immediately after a decision is made on each of these independent bets.

Are NYNY and Luxor guilty of cheating as defined by the Nevada Gaming Regulations: 

NRS 465.015  Definitions.  As used in this chapter:
1.  “Cheat” means to alter the elements of chance, method of selection or criteria which determine:
(a) The result of a game;
(b) The amount or frequency of payment in a game;

What other bet made in Las Vegas makes you have to wait for maybe an hour (if a long roll) until after a decision before you get paid ?  Do they wait so long to pay you after a Hard 8 is made or any other Proposition bet ?

Watch this video closely to see how they Payoff the bet as soon as it made on just the Tall side  .... and they also allow you to rebet the Tall side before the Small side is made AND before the next roller (pay particular attention near minute 2:40 of the video).

How can so many casinos and so many professional dealers get it wrong 24/7 for so long ?!   This is not much different than how the casinos can wrongly use unbalanced dice for so long with so many dice experts and dealers not knowing they do.

Many of the dealers said they did not know how to mark that Half was already made.
Seriously ?!  All you have to do is turn the Lammers on that side over differently or mark it some other way -- these professionals have several little tricks of keeping track of unlabeled Hop bets and what's on the table and in your pocket.

.... As for Sam's Town, we just quit playing there -- it is not craps consumer friendly, especially since they do not use balanced dice most of the time .... but with the other casinos, I have had numerous conversations with dealers and Boxmen as well as conversations with Galaxy Gaming and finally a possible resolution:

On July 9th, Galaxy Gaming in Las Vegas had an internal meeting to discuss this problem of the Casinos not properly playing their bet and concluded the following:

• Discussed the mathematician's study that re-betting either Half does not change or increase the House advantage,
• To Discuss with each casino that re-betting either the SMALL bet or TALL bet after it is made (but before the ALL bet is completed) is no different than re-betting the Hard 8 after it is made so that they can give this option to their customers if they wish in Nevada,
• Galaxy Gaming is to develop new Lammers (Markers) for each casino that will say something like "Small Side Qualified" or "Tall Side Qualified"  to make it dealer friendly.

As a consumer you have a choice where to spend your entertainment dollar .... and now you may want to ask before you buy-in what the House rules are on re-betting these proposition Bonus Bets .... as you have a choice to walk across the street or fly to a different state.

The Gaming Commission is the Catholic Church of the Casinos ...

The Catholic Church helped cover-up the crimes of sexual predators for decades and some State Gaming Commissions are doing the same for Casinos when it comes to protecting Consumers against unbalanced dice.

Former Catholic priest Gerald Francis Ridsdale, 79, has admitted his guilt in assaulting 45 children in abuse that spanned 26 years. Ridsdale has pleaded guilty to 30 charges, including 28 counts of indecent assault on 14 children between 1961 and 1980.

Several victims told the pre-sentence hearing they had lost faith in the Catholic Church because of its refusal to act on complaints against Ridsdale.

Some State Gaming Commissions actually go out of their way to protect the Casinos and the life line of their paycheck and pensions instead of protecting the Casino patrons, much in the same way the Catholic Church protects it's child molesters instead of the victims:

In New York, a bill that would give child molestation victims more time to file charges has been blocked seven times by the Catholic hierarchy led by none other than Cardinal Dolan. 

Why? "We feel this is terribly unjust, we feel it singles out the church, and it would be devastating for the life of the church.” In other words, regardless of whether the abuse really happened or what the consequences were for victims, what matters is how much additional lawsuits might cost the Church. Isn’t that the ends justifying the means?

The casinos use every means they can to win against cheaters and advantage players.  So if you understand what countermeasures they are taking, you then can act accordingly.

Green Valley Ranch Casino near Las Vegas seems to be using unbalanced dice based upon roll data collected there in July, 2013:

467 Rolls broken down as follows

2's = 15

3's = 33
4's = 55
5's = 44
6's = 60
8's = 67
9's = 33
10's = 41
11's = 24
12's = 22

The 7's broke down like this:

6/1 = 40

5/2 = 20

4/3 = 13 

The Chi^2 test on those rolls is in the warning range. p = 0.000092, including the 7 splits provided.

The data suggests that sample was not collected from fair dice.
